Since joining the National Wealth Fund (then the UK Infrastructure Bank) at the start of 2023, Stuart has worked with Local Authorities throughout the UK to support the design, development and financing of their growth and clean energy ambitions. Alongside providing commercial and financial advice to Local Authorities, he led the provision of a £190m loan to the Greater London Authority's Green Finance Fund, stewarded the set-up of NWF's Strategic Partnership with the West Midlands Combined Authority, and has current responsibility for NWF's Strategic Partnership with the West Yorkshire Combined Authority. He previously spent 15 years at Lloyds Bank, where he was a Relationship Director responsible for a portfolio of large corporate UK FTSE and international clients. He also served for five years up to November 2025 as Chair at St Nicks, an award-winning environmental charity. Stuart lives in York with his wife and two boys.
