Phil has worked in Local Government Finance since 1987 and has been involved in various roles for the Clwyd Pension Fund since 1996. During this time, he has worked with an in-house team and external advisors who have recommended and implemented changes to the Clwyd Fund’s governance, funding, investment and administration strategies, and developed the Fund’s responsible and local investment policies. Over the 30 years the value of the Fund has grown from £300m to over £2.5bn and the number of officers administering the scheme has increased fivefold.
Over the last few years Phil has been involved in implementing the pooling of investments for the eight Wales LGPS funds and represents the Clwyd Fund on the Officer Working Group for the Wales Pension Partnership.
Recreationally, Phil can be found supporting Everton and Chester FC or making investments at various racecourses.
